PROGRAMS

The Crisis Response Association has three humanitarian programs that directs the priorities of the operational activities of the organization. The programs determine to what the activities of the organization are focused and what kind of services are provided.

The three main programs are the main themes for smaller operations that are targeted according to theme of the program. Every program and operation is built to support the life and health of civilians in acute inhumane situations. The targets of the operations are selected through our own strategic analysis and from the indicators alerted in our advising service.

For security reasons, the identity of the targeted countries and persons of the programs will not be published. For security reasons, the content of the operations will also become public only after the end of the operation.

TOTALITARIAN REGIMES

The program of totalitarian regimes is a program developed to prevent and interrupt systematic or widely repeated acts against humanity by state level actors. The goal of the program is to prevent and interrupt acts against humanity of civilians in situations in which the perpetrators of the acts are totalitarian or equivalent administrative structures.

Totalitarianism is a form of government in which the authority is seen more valuable than humanity. Totalitarian regimes try to extend their authority to all sectors of society by violating the individual right to humanity and human life.

The means of a totalitarian regime may include, for example, violent and oppressive security apparatus, death sentences and executions handed down in show trials, ethnic or ideological cleansings, violent punishments, concentration camps, or regime-driven mass murders or genocides.

The Crisis Response Association provides security-related services to the civilians selected for the program to support their life and health in acute inhumane situations caused by totalitarian regimes.

OPERATIONS OF THE PROGRAM

Operation Halla is an operation carried out in 2021 to support the freedom, integrity, health and life of civilians in an acute inhumane situation in the program of the totalitarian regimes.

BACKGROUND

The operation was established to circumstances where a totalitarian regime was targeting civilians in its territory with acts against humanity. The goal of the totalitarian regime was to subjugate civilians to an unequal position, shape their identity, and influence their individual and communal choices.

To achieve its goals, the regime restricted civilians’ livelihoods, freedom of movement and expression, violently persecuted them, imprisoned them against of international law, tortured them, and subjected them to extrajudicial executions.
 

AIM OF THE OPERATION

The goal of the operation was to prevent and interrupt the situation that threatens the life and health of the civilians.

SUPPORT RECIPIENTS

Nine (9) persons, who were under acute threat of violent persecution, deprivation of liberty, and torture, were selected as receivers of the support.

SUPPORT MEASURES

The supported persons were offered advice, training and transportation support.

RESULTS

The threatening situations of all the supported persons of the operation (9 people) were resolved during the operation.

WAR CRIMES

The program of war crimes is a program developed to prevent and interrupt systematic or widely repeated acts against humanity by parties of military conflicts. The goal of the program is to prevent and interrupt acts against humanity of civilians in situations in which the acts are carried out by a state, group or similar organized actor as a party of a military conflict.

A war crime is a military action related act that exceeds the internationally set limits for warfare. In war crimes, parties of conflicts cause inhumane suffering to civilians by using inhumane means to achieve their military goals or to fulfill their other needs.

War crimes may include, for example, killing, torturing, raping, forced prostitution, forced relocations or deportations, unlawful imprisonments, looting, forcing children into military service, mass executions, ethnic or ideological cleansings, or causing knowingly other great suffering and pain.

The Crisis Response Association provides security-related services to the civilians selected for the program to support their life and health in acute inhumane situations caused by war crimes.

TARGETED HUMAN RIGHTS CRIMES

The program of targeted human rights crimes is a program developed to prevent and interrupt systematic or widely repeated acts against the humanity of unsupported civilians of the society. The goal of the program is to prevent and interrupt acts against the humanity in situations in which the acts are carried out by a societal entity.

Targeted human rights crimes are acts in which civilians are targeted for reasons related to their characteristics. The motivation for targeted actions may be, for example, the financial interests, cultural normative goals, xenophobia, or sexual abuse.

Targeted human rights crimes are, for example, acts in which the civilians are subjected to systematic or widely repeated violence, violent persecution, killing, enslavement, human trafficking, sexual violence, or other acts or events similar to previous ones because of the gender, appearance, ethnic background, sexuality, ideology, identity or other similar characteristics of the civilians.

The Crisis Response Association provides security-related services to the civilians selected for the program to support their life and health in acute inhumane situations caused by targeted human rights crimes.

OPERATIONS OF THE PROGRAM

Operation Kaski is an operation carried out in 2021 to support freedom, integrity and health of civilians in an acute inhumane situation in the program of the targeted human rights crimes.

BACKGROUND

The operation was established in circumstances where the societal level actor implemetned acts against humanity against civilians within its sphere of influence. The actor’s goal was to subject civilians to an unequal position, shape their identity, and influence their individual and community choices.

In order to achieve its goals, the societal actor targeted civilians with restriction of freedom of movement, deprivation of liberty, psychological subjugation, physical abuse, rape and human trafficking.

AIM OF THE OPERATION

The aim of the operation was to support civilians in such a way that the situation threatening freedom, integrity and health is prevented or interrupted.

SUPPORT RECIPIENTS

One (1) person, who was subjected to acute deprivation of liberty, mental violence and the threat of physical violence, was selected as the beneficiary of the operation.

SUPPORT MEASURES

The supported person was offered advice, transportation support and forwarding guidance. The operation was implemented together with state administrative organizations.

RESULTS

The situation threatening the freedom, integrity and health of the supported person (1 person) was resolved during the operation.

Operation Aarni is an operation being prepared in the program of targeted human rights crimes in 2023. The operation aims to prevent and interrupt acute acts against humanity against civilians.

The operation is in progress and it is not public yet.
